The Year-to-Date deficit is ($2,853.91). It was noted that offerings are down by $10,000.00.The Lord Abbett and Edward Jones accounts showed slight increases. In September, $1,000.00 for the insurance deductible was moved to Facilities & Maintenance, so that line shows over budget. The A/V balance stands at $9,433.29. The mileage line shows a deficit, but it was agreed that is money well spent. Treasurer Barb A. gave three payroll calendar scenarios to Consistory. After discussion, a motion was made by Donna M. to pay all church employees monthly on the 4th Wednesday of the month during 2020. The motion was seconded by Debra S. The motion passed.
A motion was made by Donna M. to approve the Treasurer’s report and was seconded by Minda H. Motion passed.

Pastor George noted that the Pastoral Relations Committee met on October 2nd, and it was a lively, engaging, helpful meeting. He mentioned specific upcoming services – October 27th, recognition of 50+ years of membership for which he will need two Consistory members to assist with certificates; All Saints’ Day Sunday, November 3rd, and Veterans’ Day Sunday, November 10th.
It was agreed that when inclement weather forces cancellation of services, Pastor George and President Wayne B. will confer and then contact Cindy B. to put the cancellation on the answering machine by 7:30 a.m. An announcement of this process will be in the bulletin and newsletter.
With a new housing development taking shape outside Hunterstown, Consistory discussed the possibility of working with other area UCC churches to create a brochure with service times and other information. It is hoped the developer will include the brochure with the welcome packet given to prospective buyers. More discussion to follow at a later date.
Consistory also decided to look into a security assessment of the church properties in January or February.
A motion was made by Minda H. to approve the Pastor’s Report and was seconded by Donna M. Motion passed.

The Property Committee said Consistory can view steeple repair profile samples at Zion House in the storage shed. Color samples should soon be arriving.
It was noted that a toilet seat and towel rack in the ladies bathroom outside Fellowship Hall need repair. It was noted that the fans in the air conditioning system at church are running while the heat is on. This will be looked into. A new spotlight for the altar was mentioned, but the cost is prohibitive. Property will investigate a different light.
The Personnel Committee has interviewed Kathy J. for the position of Treasurer. Mrs. J. has a Master’s degree in Finance and the necessary credentials. After discussion, Donna M. made a motion for Consistory to offer the position to Kathy if she can work out family details. Minda H. seconded. Motion passed.
A motion was made by Donna M. to approve the Ministry Reports and seconded by Bob V. The motion passed.
Phone Update – Zion now has a business account with Comcast and all necessary equipment has been installed. Cindy will continue to tweak the caller ID and inquire from the business rep why people would see the number as “unknown caller”.
Revision of Facilities Reservation Form – After discussion with Attorney Matt B., Consistory decided to have certain revisions done to the Facilities Usage Request form. Cindy will do this and bring form to next Consistory meeting for approval.
Incorporation of church – Mr. B. did not feel incorporation was necessary if adequate liability insurance for church leadership is maintained. Wayne B. will contact Jay J. and discuss the amount. Incorporation may be revisited in the future.
Steeple Repair – Consistory gave approval for Bob V. to move forward on a contract with Alam B. Roofing, including a check for ½ of the cost of steeple repair. Bob will request the check from the Treasurer and will contact Jason at the roofing company in order to get things scheduled for this fall. Consistory decided to NOT have a capital campaign for the repair, but to have the Treasurer create a fund line for it in the General Fund. An announcement will be made to the membership about donations to the Steeple Fund.
Wi-Fi Security – Dan W. will formulate a proposed Internet Security Policy for Zion.
Candidates for Consistory 2020
Consistory members submitted names for possible candidates for 2020. There is only one position that will be vacant. Wayne B. will contact the candidates and report back to Consistory.
Thank You Notes –
Minda H. will write a note to the Liturgical Arts Committee thanking them for the lovely window decorations for the fall season.
Wayne has signed contracts with Samaritan Counseling for development of a church survey to aid in formulating Zion’s church profile. The first Congregational Church Chat will be held November 24th during Sunday School time. Before that, the Consistory and Profile Committee will meet on November 21st at 6:30 p.m. at Zion House to prepare an agenda for the 24th. The second church chat will be in early January, and the survey will be conducted after that meeting. It was suggested that Minda H. take pictures during Sunday School for the church profile as well as exterior pictures of the church and Zion House for the same reason.
Informational –Minda will check about a truck parking in the church lot during the week.
There is some concern about how REACH fundraiser money is being handled in the budget since the money is for all the REACH campers, not just those from Zion. Chris P. will be contacted about this.
